Initializes the low-level hardware of the media data processing system before processing media data such as images and videos.

This API must be called after AscendCL runtime resources are allocated. For details, see Runtime Resource Allocation and Deallocation.
In multi-process scenarios, all processes must call this API to implement initialization.
In a single process, repeated calls to this API result in successful responses.
If there are multiple devices, initialize each device by calling hi_mpi_sys_init.
