Creates an image processing channel based on the configured channel attributes. The system returns an available channel ID to the user.

Parameter	Description
attr	Dict, dictionary of the attributes of an image processing channel. For details, see hi_vpc_chn_attr. If attr is left empty, the error code HI_ERR_VPC_NULL_PTR is returned.

Return Value	Description
chnl	Int, image processing channel ID. This API call outputs a channel ID to the user.
ret	Int, error code. 0 indicates success. Other values indicate failure. For details, see VPC Return Codes.
