Description
Destroys a video encoding channel created by the acl.media.venc_create_channel call.

Restrictions
- The channel is destroyed after the callback function is handled.
- If the acl.media.venc_destroy_channel_desc API has been called to destroy the channel description before acl.media.venc_destroy_channel is called to destroy the channel, an error is reported when acl.media.venc_destroy_channel is called.
