Enables a specified VO channel.

hi_s32 hi_mpi_vo_enable_chn(hi_vo_layer layer, hi_vo_chn chn)

Before calling this API, ensure that the video layer is bound. Otherwise, a failure is returned.
Before calling this API, enable the video layer of the corresponding device.
Before enabling a channel, configure this channel. Otherwise, an error is returned, indicating that the channel is not configured.
A VO channel can be enabled repeatedly, and no failure is returned.
Currently, this API does not support multiple processes.
