Function Description
Obtains the DIS attributes of a VI channel.

Restrictions
- Before calling this API, you must call the hi_mpi_vi_create_pipe API to create a pipe.
- It is recommended that this MPI be called after the DIS attributes are set by calling hi_mpi_vi_set_chn_dis_attr.
