Description: Fills the tensor with elements that are normally distributed using the [object Object] and [object Object] parameters. Random numbers are extracted from the discrete normal distribution of the given [object Object] and [object Object] (standard deviation) to fill the [object Object] tensor. [object Object] is a basic FLOAT type, containing the mean of the normal distribution related to each output element. [object Object] is a basic FLOAT type, containing the standard deviation of the normal distribution related to each output element.
