Obtains the dimension count of a shape in the tensor description.

Dimension count of the shape in the tensor description. If ACL_UNKNOWN_RANK (#define ACL_UNKNOWN_RANK 0xFFFFFFFFFFFFFFFE) is returned, the dimension count is unknown (the shape is dynamic).
