Function Usage	Obtains the advanced JPEGE Huffman parameters of an encoding channel. The Atlas 200/300/500 Inference Product does not support this API in the current version. The Atlas Training Series Product does not support this API in the current version.
Input Description	chn: int, encoding channel ID.
Return Value	ret: int, error code. 0 indicates success. Other values: failure. For details, see VENC/JPEGE Return Codes. jpeg_huffman_data: dict, dictionary of advanced Huffman parameters. For details, see hi_venc_jpeg_huffman_param.
Restrictions	This API must be called after an encoding channel is created and before the channel is destroyed. If acl.himpi.venc_set_jpeg_huffman_param has not been called to set the advanced Huffman coding parameters, the default Huffman coding parameters are returned.
