Constructs TensorDesc.

Parameters

Parameter	Data Type	Description
dtype	DataType	Tensor.
shape	Union[List[int], Tuple[int]]	Description of the shape of a tensor.

Returns

In normal cases, the TensorDesc instance is returned.

If the input data type is incorrect, a TypeError or ValueError is thrown.
