Performs UB fusion on the Elemwise/Broadcast and Quant operators.

Constraints

• The Elemwise/Broadcast operator type cannot be Eltwise.
• The Elemwise/Broadcast operator must have dual inputs.
• Dynamic shapes are not supported.
