Performs UB fusion on DX+ElementWise.

Constraints

• ElementWise supports Relu, LeakyRelu, PRelu, and Add.
• DX supports Conv2DBackpropInputD, Conv2DTransposeD, and Deconvolution.
• This UB fusion applies to DX non-quantization scenarios, mostly for ElementWise.
• Dynamic scenarios are not supported.
