Function Description
Deregisters the memory that has been registered.

Returns
- HIXL_SUCCESS: Success.
- HIXL_PARAM_INVALID: Incorrect parameter.
- Other values: Failure.
Constraints
Before deregistration, ensure that the memory is no longer accessed by the remote end and the current server is disconnected from all clients.
