Sets the advanced JPEGE Huffman parameters of an encoding channel.

Parameter	Description
chn	Int, decoding channel ID.
jpeg_huffman_param	Dict, dictionary of Huffman encoding parameters. For details, see hi_venc_jpeg_huffman_param.

Return Value	Description
ret	Int, error code. 0 indicates success. Other values indicate failure. For details, see VENC/JPEGE Return Codes.

This API must be called after an encoding channel is created and before the channel is destroyed.
