Starts receiving streams sent by the user after a channel is created and before decoding starts.

Parameter	Description
chn	Int, decoding channel ID.

Return Value	Description
ret	Int, error code. 0 indicates success. Other values indicate failure. For details, see VDEC/JPEGD Return Codes.

Ensure that a channel has been created. Otherwise, the error code HI_ERR_VDEC_UNEXIST is returned.
Insert this API call before the acl.himpi.vdec_send_stream call.
Repeated calls to this API return successful responses.
