Obtains the rotation matrix required for affine transformation.

Parameter	Input/Output	Description
center_point	Input	Rotation center point of the input image.
angle	Input	Rotation angle. A positive value indicates anticlockwise rotation.
scale	Input	Scaling parameter. If the value of scale is greater than 1, the image is scaled up. If the value of scale is less than 1, the image is scaled down.
matrix	Output	Rotation matrix for affine transformation.
