Disables a specified VO channel.

hi_s32 hi_mpi_vo_disable_chn(hi_vo_layer layer, hi_vo_chn chn)

A VO channel can be disabled repeatedly, and no failure is returned.
If an HD device channel is bound to the VPSS, you are advised to call this API to disable the channel, and then unbind the VO channel from the VPSS channel. Otherwise, a timeout error HI_ERR_VO_BUSY occurs.
Currently, this API does not support multiple processes.
