Sets the low-delay attributes of a VI pipe.

hi_s32 hi_mpi_vi_set_chn_low_delay_attr(hi_vi_pipe vi_pipe, hi_vi_chn vi_chn, const hi_vi_low_delay_info *delay_info)

Before calling this API, you must call the hi_mpi_vi_create_pipe API to create a pipe.

To ensure that the configured low delay takes effect, perform the following operations:
- Bind the VI to the VPSS by calling hi_mpi_sys_bind.
- Either or both of the DIS and LDC functions have been enabled.
