Function Usage
Creates a uint32 scalar tensor.

The value must be an integer within the range of uint32. |
Returns
(TensorHolder) Tensor holder of the scalar.
Restrictions
- If the value is not an integer, TypeError is thrown.
- If the value is not within the range of [0, 2^32 – 1], ValueError is thrown.
- If the scalar fails to be created, RuntimeError is thrown.
