aclRecoverAllHcclTasks

Recovers all collective communication tasks on a specified device in the maintenance and test scenarios.

deviceId	Input	Device ID. Must be in the range of [0, Device count – 1]. Call aclrtGetDeviceCount to obtain the device count.
