Usage of the HA Capability Set

When HA is run by the MindXEdge user, some high-permission system network capabilities need to be accessed and configured. Therefore, cap_net_admin and cap_net_raw need to be added to the Keepalived binary file.
When running HA, you need to also run the arping and ping commands as the MindXEdge user. Therefore, cap_net_raw needs to be added to the arping and ping commands.
