Creates a uint64 scalar tensor.

TensorHolder: tensor holder of a scalar.
Restrictions
- If the value is not an integer, TypeError is thrown.
- If the value is negative, ValueError is thrown.
- If the scalar fails to be created, RuntimeError is thrown.
