Creates a uint32 scalar tensor.

TensorHolder: tensor holder of a scalar.
Constraints
- If the value is not an integer, TypeError is thrown.
- If the value is not within the range of [0, 2^32-1], ValueError is thrown.
- If the scalar fails to be created, RuntimeError is thrown.
