Creates an ADEC channel.

If the channel has been created, an error code indicating that the channel has been created is returned.

Parameter	Input/Output	Description
adec_chn	Input	Channel ID. The value range is [0, 6).
attr	Input	Pointer to the ADEC channel attributes.
