Python Function	ret = acl.himpi.venc_set_chn_param(chn, chn_param)
Function Usage	Sets the parameters of a channel. The Atlas 200/300/500 Inference Product does not support this API in the current version. The Atlas Training Series Product does not support this API in the current version.
Input Description	chn: int, encoding channel ID. chn_param: dict, VENC channel parameter. For details, see hi_venc_chn_param.
Return Value	ret: int, error code. 0 indicates success. Other values: failure. For details, see VENC/JPEGE Return Codes.
Restrictions	This API must be called after an encoding channel is created and before the channel is destroyed. Passing a non-existing channel ID to this API returns a failure.
