Function Usage	Obtains the advanced QT parameters of a JPEG encoding channel. The Atlas 200/300/500 Inference Product does not support this API in the current version. The Atlas Training Series Product does not support this API in the current version.
Input Description	chn: int, encoding channel ID.
Return Value	ret: int, error code. 0 indicates success. Other values: failure. For details, see VENC/JPEGE Return Codes. jpeg_param: dict, advanced parameter set of a JPEG encoding channel. For details, see hi_venc_jpeg_param.
Restrictions	This API must be called after an encoding channel is created and before the channel is destroyed. Use this API call before acl.himpi.venc_set_jpeg_param.
