Function: Computes the outer product of one-dimensional vectors vec1 and vec2 to obtain a two-dimensional matrix, multiplies the outer product result matrix by a coefficient, and then adds the result to the product of the coefficient and itself.

You must call the aclnnAddrGetWorkspaceSize or aclnnInplaceAddrGetWorkspaceSize API to obtain the input parameters, calculate the required workspace size based on the workflow, and then call the aclnnAddr or aclnnInplaceAddr API to perform the computation.
