Function Description
Deregisters the memory registered by the client.

- HIXL_SUCCESS: Success.
- HIXL_PARAM_INVALID: Incorrect parameter.

Constraints
Before deregistration, ensure that the memory is no longer accessed by the local end and the local end is disconnected from the server.
