Sets the image description parameter: image format.

dvpp_pic_desc	Int, pointer address of the image description. Call acl.media.dvpp_create_pic_desc to create data of the acldvppPicDesc type in advance.
format	Int, image format. For details, see acldvppPixelFormat.
