Defines the common module parameters of VENC on the device.

buf_cache	Whether a stream can be obtained in cache mode. Reserved. Defaults to 0. 0: The stream buffer cache is disabled. 1: The stream buffer cache is enabled.
frame_buf_recycle	Whether the frame buffer can be recycled. Reserved. Defaults to 0. 0: disabled 1: enabled
