Creates an image processing channel based on the configured channel attributes. The system returns an available channel ID to the user.

chnl	Output	Pointer to the channel ID for image processing. After this API is called, an available channel ID is returned to the user. attr	Input	Pointer to the attributes of an image processing channel. If attr is NULL, the error code HI_ERR_VPC_NULL_PTR is returned.
